The parent of a child requiring communication assistance related to the inability to speak may be entitled to a disabled child allowance from age 3 to 18 years and three months, provided that he meets the basic requirements
In most cases, determination of eligibility requires the child's examination by the Medical Board.
Documents to be submitted
- Claim Form for Disabled Child Allowance (fill and send the form on-line / download the formand fill it out by hand).
- Updated report from the last six months prior to the clai) from a clinical communication specialist, including an "examination" (from last six months), and a functionning assessment.
- Updated medical letter (from the handling doctor who is child or family medicine specialist / child neurology and child development specialist / developmental physician).
- Psychological assessment (if performed).
- Updated report from the education institution.
Important to know!
- Attaching comprehensive documents to the claim will allow us to examine the child's eligibility for the allowance without summoning him or her before the board.
- It is important to bring up-to-date medical documents from the past year regarding the child's medical and functional condition, to let us also verify allowance eligibility for a retroactive period of up to 12 months.
- If eligibility is determined on the basis of the documents, the possibility of requesting, within 45 days, to be examined by the board in presence of the child will be retained.
Benefit rates
The child eligible for an allowance due to speech disorders (communication assistance), is entitled to a benefit rate of 50%, amounting to NIS 1,880 .
The benefit is paid retroactively for up to one year prior to the date of claim submission.

- The parent of a child suffering from several impairments which grant entitlement to a 50% allowance, is entitled to a larger allowance at 100% rate - for more information, click here.
- If you were summoned to appear with your child before a Medical Board and your child does not require assistance for everyday functionsDressing, eating, washing, mobility in the home, personal hygiene – you may request these activities to be excluded from examination.
- Prior to the Medical Board, it is recommended to prepare a list of your child's medical problems, and to indicate, during the Board, how these medical problems affect the functioning of the child and his parents.
- Receiving a disabled child allowance entitles to benefits from other institutions and organizations.
